Rise of the Dragon...Sounds Cooler Than It Actually Is

After playing through the Sega CD's Snatcher a few weeks ago, and absolutely loving it, I wanted to try another Sega CD cyberpunk adventure. Maybe I should have stopped at Snatcher. Here's my review for 1993's Rise of the Dragon.
