It's the future. The Earth is a nuclear wasteland. Humanity has moved underground. A woman tries to move some computer chips from underground L.A. to underground New York. For some reason, there's an underground highway that nearly connects the two. Strangely enough, that highway looks like a modern day parking garage with the lights turned off. Her companion, for some reason, is a sexbot with a ponytail. Pursuing her is Plughead, aka Circuitry Man, a guy who can plug into things. 
The first minutes of Circuitry Man hint at a Blade Runner-esque sci-fi tale. The rest proves to be straight-to-video low budget boredom. I like Dana Wheeler-Nicholson, but you can get her in a much better X-Files episode. Not worth a watch.
